Latest Update: Traffic Regulation Order (TRO)

The Traffic Regulation Order (TRO) notice is the next step in the delivery of our implementation plan for the infrastructure at Kings Barton, and the future integration of the development with existing neighbourhoods and the city centre. Planning approval for these works was granted in 2012 as part of the masterplan for Kings Barton.

We have worked closely with Hampshire County Council, acting as the Highway Authority, to ensure the plans meet the required standards, and the needs of all road users, pedestrians and cyclists. Cala's priority is to deliver a modern, safe and sustainable solution for Winchester, and we’re committed to keeping the community updated throughout the future programme of works to support journey planning.

These works will deliver a new green gateway to the city along the existing Andover Road, creating a new pedestrian and cycle-friendly corridor. Upgrades to Winchester Avenue will unlock the full potential of the new neighbourhood centre and amenities at Kings Barton, including retail units, sports facilities and new Park & Ride.

The estimated start date is January 2027 for works to start on the highway with for the initial diversion of Andover Road through Winchester Avenue later in that year (2027). Preparatory works have already started to upgrade Winchester Avenue including drainage improvements, new streetlights, speed ramps, pedestrian crossings, and road surfacing.

Traffic Signal Upgrade Works and Tabletop Works starting 12th March 2026.

As part of the Kings Barton development, Cala is now starting traffic signal upgrade works on Winchester Avenue which will start on Thursday 12th March for approximately three weeks. During these works the traffic on Winchester Avenue and Andover Road will be controlled by 3-way traffic signals. The Hyldeborne Road and Winchester Avenue junction will be closed during this time. A diversion will be in place for Hyldeborne Road via Winchester Avenue and Granadiers Road.

Traffic will be monitored and controlled by the onsite team during the works taking place.

The Tabletop works on Winchester Avenue will take place from Monday 23rd March and will take approximately five days. During these works, we will have to close Winchester Avenue in two phases.

Winchester Avenue Closure 23rd March

Phase One is expected to take three days. During this time Winchester Avenue will be closed after the Granadiers Road junction up to the Fishwick Road junction. Fishwick Road will have access and egress at all times during these works. Access and egress to Rotherley Gardens will be via Morse
Road. Granadiers Road and Bethell Road will be used for all other diversions.

Phase Two is expected to take one day. Winchester Road will be closed between Fishwick Road and Bethell Road. Fishwick Road will have access and egress at all times. A diversion will be in place via Hessian Road and Daubeney Way. There will be no access from southern travelling traffic on Winchester Avenue.

Site deliveries will access the site via Manley Road during the Tabletop works.

We understand that diversions and road closures will cause some disruption, but it is important to us that local residents are informed in advance of those works taking place and we manage the upgrade works with regard to our immediate neighbours.

These road closures have been agreed by the Highways Authority and signage will be in place prior to any of the works being started.

New KB1 Bus Route

We’re pleased to update residents that new bus stop flag poles have now been installed along Winchester Avenue. These clearly marked stops now show the boarding points for the KB1 bus service, which will be the only bus route operating on this road during the interim construction period before the Andover Road diversion works are completed.

This enhancement follows feedback from residents who highlighted uncertainty about where the bus would stop. The new flag poles provide consistent, easily identifiable locations, helping to make the temporary arrangements clearer and ensuring that journeys are more predictable for all passengers.

Additionally, the KB1 bus will continue to have access through Winchester Avenue while remedial works and associated traffic management are underway. This ensures that the service can operate reliably throughout the works, with minimal disruption to users.

We will continue to keep residents informed as progress on the diversion and associated works moves forward.
