Winchester Avenue Upgrade Works

Work is currently being undertaken on Winchester Avenue to upgrade drainage swales; install and connect upgraded streetlights; create new pedestrian crossing and footpaths; construct tabletops and speed ramps; and resurface the road. These works are due to be finalised this autumn.

Traffic Management & Access

Vehicle movements will be controlled by two-way traffic signals. Occasionally, short-term road closures will be necessary, and these will be implemented with advanced warning. Any minor diversion routes will be clearly signposted. Pedestrians will be given safe routes around the works.

Most residents will have full access to their properties for the duration of the work. A small number of properties may not have vehicle access for a short period. The Kamm team will liaise with those homeowners affected in advance to minimise disruption and agree alternative arrangements.

Parking & School Drop Off

We ask all residents to use their driveways and designated parking spaces, avoiding roads, shared areas, and turning circles. This will help minimise disruption and enable the work to be completed swiftly. Additional parking restrictions may be implemented by Kamm if necessary.

Parents of children at Barton Farm Primary Academy have also been informed and are asked to use the southern entrance off Andover Road on to Winchester Avenue when dropping off their children at the school.

Cala Homes is upgrading Winchester Avenue as part of the Kings Barton development. These works are required by the approved plans, in preparation for the future diversion of Andover Road. The upgrades include drainage improvements, new streetlights, speed ramps, pedestrian crossings, and final road surfacing.

When will the current work taking place on Winchester Avenue complete?

Work is currently taking place to upgrade Winchester Avenue by installing an improved road surface and drainage as well as new streetlights, speed ramps and pedestrian crossings. This work is on schedule to complete in Autumn/Winter 2026 ahead of road safety 3 audits being carried out in line with the implementation programme.

What are the working hours for the works on Winchester Avenue?

Our hours of work are 7:30am to 6pm, Monday to Friday; 8am to 1pm on Saturdays; and no work will take place on Sundays or bank holidays. These hours are set to ensure the works are completed as efficiently as possible.

Who is carrying out the works?

Kamm Civil Engineering has been appointed by Cala Homes to deliver these works. Kamm’s expert traffic management team will be on site throughout, and all works are designed to Hampshire County Council Highways standards (Chapter 8), with ongoing council monitoring.

How will traffic and access be managed during the remedial works on Winchester Avenue?

All works will be carried out in accordance with best practice to minimise noise and dust. Working hours and methods will be managed to reduce disruption to residents.

What about deliveries and parking?

Residents are asked to use their driveways and designated parking spaces, avoiding roads and shared areas. Additional parking restrictions may be implemented if necessary. Deliveries should continue as normal, with any diversions clearly signposted.

How should parents manage school drop offs?

Parents of Kings Barton Academy pupils are asked to use the southern entrance on Manley Road and drop off within the school gates. The school and parents have been informed of the works.
