Cala Homes is upgrading Winchester Avenue as part of the Kings Barton development. These works are required by the approved plans, in preparation for the future diversion of Andover Road. The upgrades include drainage improvements, new streetlights, speed ramps, pedestrian crossings, and final road surfacing.
Kamm Civil Engineering has been appointed by Cala Homes to deliver these works. Kamm’s expert traffic management team will be on site throughout, and all works are designed to Hampshire County Council Highways standards (Chapter 8), with ongoing council monitoring.
The works will be carried out in three phases from 3rd November 2025 and are expected to complete by June 2026.
Vehicle movements will be controlled by two-way traffic signals. Occasionally, short-term road closures may be necessary, with advance notice and clear signage for diversions. Pedestrian safety is a priority, with safe routes provided around the works.

Most residents will have full access to their properties throughout the works. A small number may experience short periods without vehicle access, but the Kamm team will liaise directly with those affected to minimise disruption and agree alternative arrangements.
Yes, emergency vehicle access will be maintained at all times. Any diversions will be clearly signposted.
Residents will be informed in advance of any diversions or changes to access. Clear signage will be placed on site to provide up-to-date information and help everyone navigate safely around the works.
All works will be carried out in accordance with best practice to minimise noise and dust. Working hours and methods will be managed to reduce disruption to residents.
Our hours of work are 7:30am to 6pm, Monday to Friday; 8am to 1pm on Saturdays; and no work will take place on Sundays or bank holidays. These hours are set to ensure the works are completed as efficiently as possible.
Residents are asked to use their driveways and designated parking spaces, avoiding roads and shared areas. Additional parking restrictions may be implemented if necessary. Deliveries should continue as normal, with any diversions clearly signposted.
Parents of Kings Barton Academy pupils are asked to use the southern entrance on Manley Road and drop off within the school gates. The school and parents have been informed of the works.
The neighbourhood centre at Kings Barton will include a food store, retail space, community centre, healthcare facilities, pub, preschool and extra care facility.
The neighbourhood centre is part of a wide range of new amenities for the community, including the Barton Farm Primary Academy, multi game sports pitches, park and ride infrastructure, play areas, allotments, public open space and pedestrian/cycle paths.
The diversion of Andover Road was approved through the outline planning permission for Kings Barton. These current works are in preparation for that change. Eventually, traffic will be routed through Kings Barton via Winchester Avenue, helping to integrate the new neighbourhood with existing communities and the city centre, and providing access to the new Neighbourhood Centre. Within Kings Barton, road design will ensure safe, low vehicle speeds for pedestrians.
Andover Road will remain accessible for residents but will no longer be a through road. Access to homes will be from either the southern or northern end, depending on the new road layout.
The section of Andover Road between Stoney Lane and Harestock Road will eventually close to vehicles, creating a pedestrian and cyclist focused corridor.
Cala is working with Kamm Civil Engineering and Hampshire County Council’s Highways department to finalise the programme for the diversion and associated works. These are major infrastructure works, which will cause some disruption, and we are committed to providing clear and timely communication throughout.
